What is cryogenic engine
- Cryogenic means low temperature. It refers to technology of sub zero temperatures and cryogenic engines use liquid oxygen as the oxidizer and liquid hydrogen as the fuel. Oxygen can be kept in liquid state below – 183° C temperature, while hydrogen requires temperature below – 253° C to be in liquid form. Moreover, the liquid oxygen is very reactive. So, much care is required to ensure that both come in contact only in the combustion chamber. Use of the liquid fuel instead of solid facts helps the engine produce greater thrust. The engine’s capability in thus of placing a far heavier payload.
- Apart from this technological care, two quite different state of temperature are required to be maintained. Low temperature is to be maintained to keep propellant in liquid state while very high temperature and pressure are created by combustion to create a greater thrust in the combustion chamber.
- The advantage of the cryogenic engine was that it would develop 1 ½ times the thrust of conventional liquid rocket engines using fuel storable at room temperature.
- ISRO crossed an important milestone in the development of indigenous cryogenic upper stage for the GSLV when the first cryogenic engine was ignited at the Liquid Propulsion System centre, Mahendragiri. The engine made by LPSC was expected to be used as the upper stage in the third launching of the GSLV.
- The GSLV in capable of injecting 2500 kg. Class communication satellites into Geo-synchronous circular orbits at an altitude of 3600 km. Cryogenic engines are very useful in launching of heavy satellite launch vehicles like GSLV. India will become self-reliant in its space programmer after the development of this technology. The realization of the cryogenic technology would also help India to become a partner in space explorations and activities of other countries. Commercialization of this technology will get India precious foreign currency.
A cryogenic engine is a engine that uses a cryogenic fuel or oxidizer , that is, its fuel or oxidizer (or both) are gases
liquefied and stored at very low temperatures.
Cryogenic Engine makes use of Liquid Oxygen (LOX) and Liquid Hydrogen (LH2) as propellants which liquefy at -183 deg C and -253 deg C respectively. LOX and LH2 are stored in their respective tanks. From there they are pumped in to turbo pump by individual booster pumps to ensure a high flow rate of propellants inside the combustion/thrust chamber. The major components of a cryogenic rocket engine are combustion/thrust chamber, igniter, fuel injector, fuel cryo pumps, oxidizer cryo pumps, gas turbine, cryo valves, regulators, the fuel tanks and a rocket engine nozzle.

20 years of BIMSTEC
In news:
On June 06 this year, the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) completed 20 years of its establishment.
About BIMSTEC:
Comprising of Bangladesh, India, Myanmar, Sri Lanka, Thailand, Nepal and Bhutan, BIMSTEC is home to 1.5 billion people, accounting for approximately 21 per cent of the world population, and a combined GDP of US$ 2.5 trillion. The growth rate sustained by the BIMSTEC countries is around six per cent per annum.
Initially known as the Bangladesh-India-Sri Lanka-Thailand Economic Cooperation (BIST-EC), it was formed after representatives from the aforesaid four countries met at Bangkok in June 1997. With Myanmar joining the grouping as a full member in December the same year, the ‘BIST-EC’ was renamed as ‘BIMST-EC’. In February 2004, when Nepal and Bhutan too joined, the grouping was renamed as the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation or BIMSTEC.
So far, BIMSTEC has held three summit meetings.
The first one was held in Thailand in 2004, seven years after the establishment of the grouping; the second one was held four years later in India in 2008, and the third one six years later in Myanmar in 2014. The fourth summit meeting is expected to take place later this year in Nepal, the current Chair of BIMSTEC.
Objectives:
According to the June 1997 ‘Declaration on the Establishment of the Bangladesh-India-Sri Lanka-Thailand Economic Cooperation (BIST-EC)’, also known as the Bangkok Declaration, the founding objectives of the sub-regional initiative were:
Creating an enabling environment for rapid economic development of the sub-region.
Encouraging the spirit of equality and partnership, promoting active collaboration and mutual assistance in the areas of common interests of the member countries.
Accelerating support for each other in the fields of education, science and technology, etc.
Recent developments:
Recently, Prime Minister Narendra Modi, in his message on the 20th anniversary of the establishment of BIMSTEC, described the sub-regional grouping as “a natural platform” to fulfill India’s “key foreign policy priorities of ‘Neighbourhood First’ and ‘Act East’”.
Earlier in October 2016, India had hosted the BIMSTEC members at Goa during the BRICS (Brazil, Russia, India, China and South Africa) Outreach Summit. It was viewed as a pragmatic step on India’s part, demonstrating its potential to play the role of a regional leader, an aspiration which was instrumental in transforming its ‘Look East’ into ‘Act East’ policy. The BRICS-BIMSTEC Outreach Summit is believed to have given BIMSTEC its due importance by inviting its members to participate in a larger platform comprising five major emerging economies of the world.
Within few months of the Goa Summit, India hosted the first meeting of the BIMSTEC National Security Chiefs in New Delhi in March 2017.
Potential of BIMSTEC:
BIMSTEC provided opportunities to all its member countries
For India, the establishment of BIMSTEC, was an opportunity, besides the Association of Southeast Asian Nations (ASEAN), to engage with Southeast Asia, at least partially. BIMSTEC provided scope for direct connectivity with Southeast Asia via Northeast India and Myanmar. Counter-terrorism and anti-insurgency cooperation with Myanmar and other members, potential access to alternative energy resources in Myanmar as well as economic opportunities available in the ASEAN region had evoked sufficient interest.
Besides India, other members too considered it as an important mechanism to achieve their national goals and regional aspirations. Myanmar, for example, became a member at a time when the junta in the country was facing serious international criticism. Membership in regional and sub-regional groupings like ASEAN and BIMSTEC provided its military rulers an opportunity to gain some sort of recognition among the regional stakeholders.
Thailand, on the other hand, was looking for an opportunity to enhance its trade and connectivity with the South Asian countries under the ambit of its ‘Look West’ policy. So, in a way, India’s ‘Look East’ and Thailand’s ‘Look West’ policy complemented each other within the ambit of BIMSTEC.
The ongoing India-Myanmar-Thailand Trilateral Highway and the India-Myanmar Kaladan Multimodal Transit Transport Project are expected to further augment connectivity and economic cooperation in the sub-region and beyond.
Countries like Sri Lanka considered BIMSTEC as an opportunity to engage with the economically booming Southeast Asian countries, especially after several failed attempts to join ASEAN in the decade prior to the establishment of BIMSTEC.
For the land-blocked countries like Nepal and Bhutan, BIMSTEC holds the prospect of enhancing their connectivity with the rest of the region.
Challenges:
BIMSTEC does not seem to have made much progress. Despite its huge potential in terms of enhancing regional cooperation between parts of South and Southeast Asia, BIMSTEC has long suffered from lack of resources and proper coordination among its member states.
India, the largest member of the grouping, has often been criticised for not providing a strong leadership to BIMSTEC. Both Thailand and Myanmar are criticised for having ignored BIMSTEC in favour of ASEAN.
Absence of a permanent secretariat for a long time and lack of commitment to invest in several priority areas identified by the member states were seen as some of the key institutional factors holding the BIMSTEC back. It took 17 long years for BIMSTEC to finally establish its permanent secretariat in Dhaka in 2014.
The ‘noodle bowl effect’ of regionalism too was at work as formation of another sub-regional initiative, the Bangladesh-China-India-Myanmar (BCIM) Forum, with the proactive membership of China, created more doubts about the exclusive potential of BIMSTEC.
Renewed Interest:
India has been clearly signaling its renewed interest in BIMSTEC. India is already the lead country for four priority sectors, namely, transportation and communication, environment and disaster management, tourism, and counter-terrorism and trans-national crime.
In an effort to strengthen sub-regional cooperation on combating terrorism and trans-national crime, the BIMSTEC member states are trying to implement a
convention on anti-terrorism . Except for Nepal and Bhutan, all member states of BIMSTEC have ratified it.
BIMSTEC is now trying to sign a Convention on Mutual Legal Assistance in Criminal Matters .
Progress made in other sectors are- India hosting a working group meeting to finalise the BIMSTEC Motor Vehicles Agreement, finalisation of a Memorandum of Understanding (MoU) on Grid Interconnection to facilitate electricity trade in the sub-region, and a meeting of BIMSTEC Trade Negotiating Committee to fast-track the process of trade facilitation in the region.
The declaration issued at the Goa Summit had also stated that BIMSTEC needs to have a Coastal Shipping Agreement to allow the member states to trade freely within the sub-region.
It is noteworthy that between 2002 and 2014, the intra-BIMSTEC trade registered a very marginal growth, from 3.6 to 4.3 per cent only.
A former Thai ambassador described it as a ‘complimentary organisation’ which can support the people in the region.
Way ahead:
For BIMSTEC to become an enabler of regional cooperation, it will have to evolve as an organisation that works through a bottom-up rather than a top-down approach. The people-centric approach seems to be the best as BIMSTEC seriously lags behind ASEAN and other regional organisations in terms of people-to-people contacts.
Also, the organisation needs to focus on fewer priority areas for purpose of better implementation. It needs to undertake projects that are economically feasible and result-driven. This would add to the credibility of BIMSTEC.
Finally, since the BIMSTEC region is notable for its diversity, the member states need to build on the regional synergies and work towards utilising the available resources in the most optimal manner. This would help build a stronger and a more dynamic BIMSTEC.
. Conclusion:
In today’s context, the possibility of enhancing physical, digital and people-to-people connectivity in the sub-region is huge. Similarly, the potential to tap the vast energy resources and scope for intra-regional trade and investment too is enormous. BIMSTEC member nations must work on in a cooperative manner to take advantage of huge potential BIMSTEC offers.
Government, RBI in talks to postpone Basel-III norms for banks
The government is in talks with the Reserve Bank of India, in a bid to postpone the implementation of the international capital norms or Basel-III norms in the Indian banking sector, which is struggling with the issue of surmounting bad debts. It has been made mandatory for the banks to abide by the Basel-III regulatory norms by March 2019.
The extension of the last date to meet the capital needs will provide the banks an opportunity to increase their lending while they settle their bad loans tussle and also raise capital.
Basel III (or the Third Basel Accord) is a global, voluntary regulatory framework on bank capital adequacy, stress testing, and market liquidity risk. It was agreed upon by the members of the Basel Committee on Banking Supervision in 2010–11.
Indo german relationship in the changing global scene
PM of India recently signed eight major agreements with German Chancellor. India is looking at outcome oriented momentum at India-Germany ties and quantum jump especially in economic ties. German Chancellor has long cultivated relations with India and stresses that Germany and EU must compete with new emerging economic giants. She has also said that Germany cannot completely depend on traditional allies like USA and Britain in age of new US president and Brexit.
Importance of India and Germany today
The people of both nations have displayed that desires of both governments is to develop ‘middle power cooperation’.
It is a time when USA is becoming unpredictable and China more assertive, and hence a lot of other countries in middle are thinking of stepping up into gaps created.
Germany is the most powerful and wealthiest of the EU nations and India being dominant player in South Asia and Indian Ocean region are looking to work with each other more intently.
Germany needs to look elsewhere apart from traditional allies. It has also mentioned that china insisted Germany to endorse OBOR initially and then later on disagree with certain agreements.
Trade and investment-
India and Germany are a win-win proposition for both countries by coming together in several of initiatives taken by GoI like Make in India, Skill India, Smart cities, infrastructure, Digital India etc. where Germany has great competence.
There have been problems between two nations regarding bilateral trade and investment negotiations which started in 2007.
At that time, it was thought to conclude negotiations in two years. But they are still on. Thus, there is a need to conclude these agreements as soon as possible considering the fact that both the nations now need each other to develop themselves.
Bilateral investment treaties have also been cancelled by India and new draft submitted by India is not found acceptable by EU.
Hence, these critical aspects of trade relations between two nations need an energetic boost.
However, now India has initiated reforms with GST, bankruptcy code, is also a largest recipient of FDI and its fast growing nature economy. This will help developed countries to look at India as an attractive investment destination.
At present, 1600 German companies are working in India and 60 joint ventures with India. 25 working groups are operational. With their interactions and deliberations, there is a lot of potential in future.
The investment opportunities are also high in India.
The German MSMEs had traditionally five radius mile concept which they have not looked beyond. This can provided fillip to develop the relationship.
Also, uncertainty about America can be motivation for Germany.
Security
France, UK, Germany have suffered from terrorist attacks and India has been a victim of terrorism.
Thus, there is a need for two countries to cooperate and collaborate to deal with the menace of terrorism.
Strategic partnership
As Germany gets disillusioned with Trump’s America, it is looking around for partners. India has also been looking around for development and sustainable partners since a while and is closely related to Japan, Australia etc.
Thus, it is an opportunity where middle powers can get together .
India and Germany have been on same wavelength, whether it is about Indian Ocean region, South China Sea, in terms of freedom of avigation, importance of award by UNCLOS.
A strategic relations doesn’t exist for now between both countries. Take for example Japan. Japan has now made a committed official decision across its parties and
government to try and build up India as an economy and as an Asian power for strategic reasons. It is for them about balancing china and other issues.
They are investing millions of dollars to build infrastructure, develop projects with India in third countries, Japanese companies have come here even if not making a profit .
Germany in many ways is similar to Japan- WWII legacy, has a pacifist constitution, generally being reluctant to play global role. Thus, Germany can also follow the footsteps of Japan or walk on similar lines.
With Germany, Indian government is hoping to transform the relation. Germany is sceptical about India somewhere as India is a reluctant free trader .
Due to large population and need to create jobs, many times India has taken two steps forward and one step backward . This is the reason why RCEP has not yet borne fruit.
The concept of proving jobs, getting up the manufacturing ladder from 17-18% to 25% etc. is finding a difficult terrain in India. If the markets will be opened, then Make in India project will suffer the most.
Thus, there are all these issues to deal with. China is more attractive as far as Europe is concerned. Germany was never really interested in India and India had own problems in region.
Now, going forward, India has an opportunity to develop a partnership with Germany. The OBOR initiative has been termed as ‘new colonial enterprise’ as it is sino-centric road arrangement . It means that all belts and all roads lead to china.
Climate change
With US withdrawing from it, India and China are looked as future strong partners to uphold the paris agreement.
India has ambitious programmes in renewable energy. In this area, India and Germany have a bright future.
German companies are looking forward to India’s large market with USA and China’s stand on globalisation.

The paradox of indo-German relationship has been, despite hardly any political problems, the trade remains modest at 17 billion USD whereas with China it is 10times.
This limits the degree of interest which Germany has on the trade and economic front.
The Germans are keen to have government to government defence procurement agreement like with France. But with India there are certain challenges-
The Germans have been reticent in transfer of technology

The German export control regime which has statutory restrictions about transfer of weaponry to conflict prone areas.
Civil nuclear cooperation
Nuclear safety is an area where both countries can have equal cooperation with each other.
Conclusion
The relevance and importance of Germany has grown in the eyes of India considering the state of EU today.
German chancellor has bright prospect in winning the election. Indian PM has tried to give a nudge to India-EU FTA but it is still not moved forward. But there are positive hopes in the direction as
Germany and India are both in favour of globalisation and keeping trade open.
Indo-German development is more of an incremental type of progress than transformative. In the era of unspecified times, all the major players are simultaneously engaging all major players. Each relationship is going to have its own dynamism and momentum . With Germany, it is important to maintain slow and steady consolidation and keep on emphasising that India is a strong opportunity.

Indian Prime Minister is about to encounter with President Donald Trump next week in Washington.
What are the areas of convergence?
It is the prospect of America supporting a larger Indian role in securing the Subcontinent and the Indian Ocean.
The shared interest in an Eurasian balance of power and a complementarity between an America shedding its global burdens under domestic pressure and a rising India taking larger responsibilities is not difficult to see.
What is the assumption behind strategic partnership?
The effort to construct an India-US strategic partnership in the last two decades was based on the assumption that the American unipolar moment will endure.
America looked at partnering a rising India to sustain US primacy in the Indo-Pacific.
Delhi acknowledged American primacy, but was afraid of becoming a “junior” partner.
It was concerned that US strategic indulgence towards Pakistan and China — the two main sources of India’s security challenges —may make Washington an unreliable partner.
As a result, the hype about India-US security cooperation never really lived upto its potential.
Is there any new opportunity?
As Trump challenges the traditional assumptions about America’s global role, there is an opportunity, for Modi to explore a new framework for strategic cooperation with the United States.
If Trump believes that an exhausted America must step back from being the first responder to Eurasian crises, Modi has talked up the idea of India as a leading power that must take greater regional and international responsibilities.

Until now, India has been hesitant to take on a regional security role beyond the Subcontinent.
In the aftermath of independence, there was the opportunity of India working with Britain for a regional order under the rubric of the Commonwealth.
Although Pandit Nehru accepted the responsibilities of the Raj for the Subcontinent’s security, he was unwilling to back a Commonwealth military framework.
Two decades later, when Britain ended its security commitments “east of the Suez”, the post-Nehru India had neither the political will, nor the material resources to consider regional security leadership. Its preference was to indulge in vacuous collective security rhetoric.
As the Indian Ocean went through multiple convulsions from the 1970s, India has remained a mere bystander.

Gorkha Janmukti Morcha-led by Bimal Gurung intensifies its demands for a separate state of Gorkhaland calling an indefinite bandh in the region.
Nepali population:
Census figures over the years show that the state with the largest Nepali-speaking population is West Bengal — 10.23 lakh in 2001, which is almost twice as many as in Assam, the next highest state with 5.65 lakh.
Sikkim has the highest concentration of Nepali-speaking people, at 62.6 per cent.
Although the Nepali-speaking segment makes up just 1.2 per cent of Bengal’s population.
Darjeeling evokes more interest in Nepal than any other Indian region where Nepali-speaking persons are settled.
The idea of a “Greater Nepal” still motivates a section of Nepal activists who want Darjeeling restored.
How strong is the cultural bridge?
In the late 1970s, Nepali scholars from Darjeeling as well as Assam led a movement for recognition of the language under the Eighth Schedule.
The Morarji Desai-led government, however, turned it down. Sikkim, which became part of India in 1975, joined the movement and the language was eventually given that status in 1992.
Darjeeling’s Nepali-speaking population also contributed to the growth of trade union politics, their affiliations mostly to the CPI in the initial stages.
Darjeeling, along with Sikkim, has also been where promotion of the Nepali language and literature has been largely concentrated.
Sikkim and a couple of the other Northeastern states, on account of their high concentration of Nepali-speaking people, too have made efforts to promote Nepali culture and language.
Each year, Sikkim celebrates the poet’s birthday on July 13 as Bhanu Jayanti, with literary figures from both countries invited.
Why the Nepali people agitate?
The tactful and rigid segregation of workers from the British era to the line of ethnicity in the hills, where the Nepalese were brought in and the plains, where the Chottanagpur migrants worked, rendered one community hostile against the other.
The few Bengalis present in the hills were and have always been the babus, working for the British and then the State. The marwaris have controlled most of the wealth, further isolating the Nepali population.
The Nepalese find themselves reduced to second class citizens, at the hands of these otherwise miniscule inhabitants.
The movement led by the Gorkha National Liberation Front, projected the CPM-led government in Bengal as anti-Nepali.
The demand for Gorkhaland has always found its support among the tea plantation workers. Kipat (ownership of land by a community) and Maato (mud) remain central to the movement.
Is there any peace process took place before?
Long back, the Gorkhaland movement was called off following a tripartite agreement that led to creation of an autonomous hill council.

Trans pacific partnership
In 2005, three countries viz. Chile, New Zealand and Singapore came together and created a free trade agreement called Trans-Pacific Strategic Economic Partnership or
TPSEP .
Later Brunei joined them and it was now also known as P4 .
From 2010 onwards, there have been discussions to make it more wider, more disciplined free trade agreement to be known as TPP or Trans-Pacific Partnership (TPP).
On October 5, 2015, an agreement was reached among the twelve Pacific Rim countries in the form of largest trade liberalization pact since WTO.
TPP is still in proposed state and would come into force when each of the 12 members ratifies it.

The 12 countries among which TPP has been agreed upon include – United States, Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam.
These countries are home to 800 million people and account for 40% of global trade.
Objectives
TPP is essentially a Free Trade Area that among other things, seeks to:
lower trade barriers such as tariffs
establish a common framework for intellectual property
enforce standards for labour law and environmental law, and
establish an investor-state dispute settlement mechanism.
The agreement aims to liberalize trade in nearly all goods and services by eliminating tariff and non tariff barriers.
This will lead to creation of a unified market like in Europe which will help different countries in different manner.
For example, while the Japanese carmakers would get cheaper access to United States for their exports; US vehicle makers would get cheaper access to sell their products in Vietnam and Malaysia. Further, the TPP negotiations have included elaborate but mostly secretive negotiations on intellectual property rights, foreign investments, environment and labor related matters; government and private enterprise, government procurement, technical barriers to Trade (TBT), transparency and regulatory coherence.

There are 30 chapters in the TPP agreement text.
The salient Provisions of TPP can be summarized in five defining areas as follows:
Comprehensive market access
This involves reduction or complete elimination of tariff and non-tariff barriers in a huge list of goods, services and investments.
Regional approach to commitments.
The TPP agreement facilities seamless integration of economies of members facilitating development of production and supply chains; opening markets and cross border trade.
Addressing new trade challenges
The agreement promotes innovation, productivity, and competitiveness by addressing new issues such as of digital economy, ecommerce etc. It also includes the role played by state enterprises in the countries.
Inclusive trade
It tries to create an environment where members with all levels of development and businesses of all sizes can benefit from trade.
Platform for regional integration
The agreement seeks to serve as a platform for regional economic integration.
Issues and Analysis TPP versus APEC
TPP is though a collective of APEC Members, it does not include major APEC economies like China and Indonesia. APEC is a conglomeration of 21 countries and non-country economies.
APEC includes most countries with a coastline on the Pacific Ocean. However, the criterion for membership is that the member is a separate economy, rather than a state. As a result, APEC uses the term member economies rather than member countries to refer to its members.
The result is that APEC members include Taiwan and Hong Kong also.

US versus China and TPP
The main driving force of TPP is United States and as expected, US has successfully tried to keep China at bay from TPP.
The group’s economic significance has increased with the addition of Canada and Mexico and has become even more when Japan and Vietnam have joined it.
The Chinese view regarding TPP was that it would be a US-led alliance for reducing China’s strategic clout in the Asia Pacific region.
Critics put forth the point that in the wake of increasing china’s influence through its soft power diplomacy under “Maritime Silk Road” and ‘One Belt One Road Initiative’ will be countered by the U.S presence in Asia-pacific region.
U.S ambition to engage the countries of the region can be gauged by Obama’s statement wherein he said that ‘ we’ve got to make sure we’re writing the trade rules in the fastest-growing region of the world, the Asia-Pacific, as opposed to having China write those rules for us’.
Therefore TPP will pull Vietnam and other signatories economically closer to the United States, thus, reducing Chinese economic preponderance. Given that South Korea is likely to quickly join in any completed TPP agreement, these shifts can have a long-run economic impact on China.
Further the deal is seen as a relief by various countries in Asia. They envision it as a counterweight to China’s efforts to expand its influence not just in trade but in other areas, including its island-building in the disputed South China Sea and its assertiveness in maritime disputes.
Some of the potential signatories to the TPP, such as Vietnam, South Korea, Japan, etc, are hoping for such an outcome.
However, undermining China at such phase when TPP is yet to come into operation is not a good idea.
China has very strong trade and investment links with several TPP members. Since 2005, China has been taking more steps to improvise its own regional integration efforts. These include:
ASEAN+3: China is part of ASEAN+3 (China, Japan, Korea)
East Asian Summit (EAS) : this includes ASEAN, China, Japan, Korea, India, Australia, New Zealand, US and Russia.
Regional Comprehensive Economic Partnership: RCEP involves the integration of the ASEAN’s FTAs with non-ASEAN Asian economies. It would aim to consolidate the FTAs that ASEAN has with Australia, New Zealand, China, India, Japan and Korea.
The consolidation would result in the ASEAN connecting to the rest of the major Asian economies in a ‘hub and spoke’ economic framework with ASEAN as the hub.
In the years to come, there is an expected growth of both TPP and RCEP. The TPP is having a head-start over the RCEP. These negotiations might be influenced by developments in the TPP since there are members common to both such as Australia and New Zealand and ASEAN countries like Brunei, Malaysia, Vietnam and Singapore.
The common members would probably include Japan and Korea too in the long term. Further, financial picture is also changing rapidly, with China becoming the major lender in the region. The China led Asian Infrastructure Investment Bank has the support of 47 regional and 20 non-regional members, including TPP nations, such as Australia, Brunei, Malaysia, New Zealand, Singapore and Vietnam.
Therefore it is certain that challenges lay ahead for china once TPP gets implemented but the exact outcomes will only become clear with time.
Effects Of Agreement On India
The TPP is an economic arm of United States’ Rebalance to Asia Policy . Since India has been an important part of the Asia policy, and is not a signatory to the TPP, there are widespread speculations as to how the TPP will impact India. While several opine that the overall impact is uncertain at this point, there are various channels through which the TPP can affect India.
1. A large proportion of India’s exports are in services. With the anticipated reduction in barriers to trade in services among TPP members, there is the possibility that some of India’s services exports to those countries will be replaced by services trade within the TPP.
2. Critics argue that the TPP would set a precedent to high global standards and the standards set by TPP are too high for India to join.
This requires India to revitalize its manufacturing industry, and induce efficiency in its export sector, otherwise it would be increasingly difficult for India to be able to compete.
Apart from goods; labor, environmental regulations and intellectual property rights (IPR) protection is a significant component to the TPP negotiations.
The IPR standards are much more demanding than those of WTO. Most of the standards in the TPP negotiations are to converge to US standards or to the standards of developed markets.
India may not be able to meet many of the commitments given its history of intellectual property rights issues.
Further by not being a part of TPP, India is going to lose the preferential access to the US market which is a big market for Indian exports, however, the extent of the impact from trade diversion would depend on the concessions finally agreed.
While the US and India has started negotiating a bilateral investment treaty (BIT), and these negotiations may shelter India for some of the adverse impacts of the TPP but these negotiations is going to be slow. This is because there is vast divergence between the two countries’ model BITs, especially on issues of IPR and market access commitments. Thus, significant foreign investment diversion, including a deceleration in foreign investment flows to India, is a possible consequence of the TPP. In addition, the TPP reduces India’s bargaining power in its BIT negotiations with the US, as it expands the set of options available to the latter.
However ,India’s bilateral free trade agreements (FTA) with some of the TPP members – Japan, Malaysia, and Singapore – and FTAs, which are underway with Australia, Canada and New Zealand, may dilute the impact of trade diversion caused by TPP to some extent.
With the TPP in place, Indian industries are likely to face trade diversion effects in some of the key sectors such as textiles and clothing industries. The United States accounts for 30-35% of India’s ready-made garments exports and the TPP is expected to affect India’s textile and clothing sector in two ways: First, TPP member countries will get preferential access in the US market vis-a-vis exporters such as India. This would disadvantage India as US import duties on ready-made garments are high; Secondly, the ‘Yarn– a key feature of the TPP — makes it mandatory to source yarn, fabric and other inputs from any or a combination of TPP partner countries to avail duty preference and could impact yarn and fabric exports from India to countries such as Vietnam etc. This would change the dynamics of the existing global supply chain in textile and clothing sector. This is one instance of the adverse impact of TPP on India. Similarly, the loss of market access may also impact other products such as grains and other crops, processed food and heavy manufacturing.
Concluding Remarks
Even though the magnitude of impact from trade diversion on India when the TPP is in place can be debated, it is certain that trade and investment diversions hurting the Indian economy is most likely to occur. Some of this impact may be mitigated due to a combination of inclusion in RCEP and other bi-lateral agreements. India should also re-engage the US in advancing BIT negotiations. However, a new ‘trade order’ is expected with much higher standards congruous to TPP standards and hence, efforts are required on the domestic front for India to acquire preparedness across industries to be able to compete globally. Moreover, TPP should be regarded as a challenge because it offers an opportunity to India to raise its standards and trading competitiveness.

Geology and geography of Jammu & Kashmir
Geologists believe that about ten crore years have passed when Kashmir Valley which was once a lake called Satisar, the lake of goddess Sati, came into its present form.
For hundreds of million years Kashmir Valley is supposed to have remained under Tethys Sea and the high sedimentary-rock hills seen in the valley now were once under water.
Geologists have come to believe that Kashmir Valley was earlier affected by earthquakes.
Once there was such a devastating earthquake that it broke open the mountain wall at Baramulla and the water of the Satisar lake flowed out leaving behind latchstring mud on the margins of the mountains known as karewas.
Thus came into existence the oval but irregular Valley of Kashmir.
The karewas being in fact the remnants of this lake confirm this view.
The karewas are found mostly to the west of the river Jhelum where these table-lands attain a height of about 380 meters above the level of the Valley. These karewas protrude towards the east and look like tongue-shaped spurs with deep ravines.
Ancient legends and popular traditions say that Samdimat Nagar, capital of the kingdom of Sundra Sena, was submerged as a result of an earthquake and the water that filled the area formed the Wular Lake, the largest fresh water lake in India.
The oldest igneous rocks are still found at Shankaracharya hill.
When the whole Valley of Kashmir was under water this hillock was the first piece of dry land lying in the form of an igneous island.
Significance of its name - Historians say that Kashmir Valley was originally known as Kashyapmar or the abode of Kashyap Rishi. It is said that the Rishi once went on a pilgrimage to Kashmir. When he reached Naukabandan near Kaunsarnag via Rajouri, he killed Bahudev, the Giant of Satisar, at the request of the people and let the water of the lake flow out near Baramulla.
The land, therefore, came to be known as Kashyampar, which afterwards changed into Kashmar and from Kashmar to Kashmir.
But some historians are of the opinion that when the people of Kash caste settled here permanently the valley came to be known as Kashmir. Kashmir is known by many other names also.
The Greeks called it Kaspeiria, while the chinese named it Shie-in or Kia-Shi-Lo. The Tibetans called its Kanapal and Dards named it Kashart.
Situation, Location, Area and Extent - The territories of Jammu, Kashmir, Ladakh and Gilgit form the State of Jammu and Kashmir. The state of Jammu and Kashmir, which had earlier been under Hindu rulers and Muslim sultans, became part of the Mughal Empire under Akbar from 1586. After a period of Afgan rule from l756, it was annexed to the Sikh Kingdom of Punjab in 1819.
In 1820 Maharaja Ranjit Singh made over the territory of Jammu to Gulab Singh.
In 1846 Kashmir was also made over to Gulab Singh under the Treaty of Amritsar. Ladakh was annexed by Maharaja Gulab Singh in 1830. Thus this northernmost state was founded by Maharaja Gulab Singh in 1846 and was the biggest princely state in India before the partition of the country in August 1947.
At that time the total area of the state was 2, 22,236 sq. km. Pakistan invaded the State in October 1947. Indian forces pushed Pakistan back but in 1949 when a cease fire line was drawn about one third of the area i.e. 78932 sq. km. i.e. the whole of Gilgit, Mirpur, Kotli and a part of Poonch came into the possession of Pakistan, leaving behind only 143, 30 sq. km.
on the Indian side. Jammu, Udhampur, Kathua and Anantnag districts remained unaffected. Again in 1962 China occupied about 64000 sq. kms. in Ladakh known as Aksai Chin. Pakistan again made possession over Chhamb, Deva, Chakla and Manawar gaining an area of 3999 sq. kms. Thus total area left on the Indian side is about 12850 sq. kms.
There are many low lying valleys in the state like Tawi Valley, Chenab Valley, Poonch Valley, Sind Valley and Liddar Valley, but the main Valley is the valley of Kashmir, which is 100 kms. wide and 15520.3 sq. kms. in area.
Through this valley flows the river Jhelum with its tributaries. The height of the valley above sea level is about 1700 metres.

The state is 640 kms. in length from north to south and 480 kms. form east to west.
To its north lie Chinese and Russian Turkistan. On its east is Chinese Tibet.
On the South and South-West lie the states of Punjab and Himachal Pradesh. On the west is the North West Frontier Provinces of Pakistan, China and Russia. Afghanistan and Pakistan now have come close to the boundaries of the state of Jammu and Kashmir, The nearness to the boundaries of foreign countries has made the position of the State most important from military point of view.
The entire State lies between 32.17" and 36.58" North altitude and East to West, the State lies between 73.26" and 80.30" longitude.
The standard time is 5.30 hours ahead of Greenwich Time as in the rest of India and has a difference of half an hour with the local time.
In latitude, the State of Jammu and Kashmir corresponds with South Carolina (North America), Fez (Morocco), Damascus, Baghdad and Peshawar (Pakistan).
Geographical Importance - Kashmir is famous for its beauty and natural scenery throughout the world. Its high snow-clad mountains, scenic spots, beautiful valleys, rivers with ice-cold water, attractive lakes and springs and ever-green fields, dense forests and beautiful health resorts, enhance its grandeur and are a source of great attraction for tourists.
It is also widely known for its different kinds of agricultural products, fruit, vegetables, saffron, herbs, minerals, precious stones handicrafts like woollen carpets, shawls and finest kind of embroidery on clothes. During summer, one can enjoy the beauty of nature, trout fishing, big and small game hunting etc.; during winter climbing mountain peaks and sports like skating and skiing on snow slopes are commonly enjoyed. In addition to the above, Pilgrimage to famous religious shrines of the Hindus and the Muslims make Kashmir a great tourist attraction. About Kashmir Sheikh Sadia great Persian poet is believed to have said, "If there is any heaven on earth, it is here in Kashmir."
Political Importance - The state of Jammu and Kashmir has acquired since the 19th century a unique geo-political status in the Indian sub-continent It has contiguous boundaries with Russia, Afghanistan, Pakistan, China and Tibet that deserve constant vigil and as such it has made the State very important, geographically, politically, economically and from the military point of view. Jammu and Kashmir state acceded to the Indian Union in 1947 after the partition. Before the partition in 1947, The English rulers of India took away Gilgit in 1946 from the Maharaja of Jammu and Kashmir on lease for thirty years so that they could check the advancement of Russia towards India.
Physical Divisions, Mountains and Passes -
The State of Jammu and Kashmir falls in the great north-western, complex of the Himalayan ranges with marked relief variation, snow- capped summits, antecedent drainage, complex geological structure and rich temperate flora and fauna.
Kashmir or the Jhelum Valley is situated between the Pir Panjal range and the Zanskar range and has an area of 15220 sq kms. It is bounded on all sides by mountains.
The river Jhelum, which flows out from the spring at Verinag in Anantnag district, passes through this Valley at a very slow speedand ultimately flows out through a narrow gorge at Baramulla.
Districts of Srinagar, Anantnag, Baramulla, Kupwara and Pulwama lie in this valley. Average height of the valley is 1850 metres above sea level but the surrounding mountains, which are always snow-clad, rise from three to four thousand metres above sea level.
The surface of the valley is plain and abounds with springs, lakes and health resorts.
Rice is the main crop and fruits like apples, pears, apricots, almonds, walnuts, peaches and cherries grow in abundance. The valley is also rich in forests. Mulberry trees grow in abundance and are the mainstay of silk industry in the Valley.
Summer is pleasant but winter is cold and there is snowfall.
It rains from the middle of March to the middle of May in the valley with an annual rainfall of about 75 cms.
Road transport is common in the valley but the river Jhelum still serves as one of the means of transportation.
There is also Air Service from Delhi and Jammu to Srinagar and Ladakh.
Kashmir is the home of handicrafts like wood carving, papier-mache, carpet, gabba and shawl making and embroidery on clothes.
Natural scenery of the valley attracts thousands of visitors every year from abroad. People generally speak Kashmiri and their common dress is phiran, shalwar and a turban or a Kashmiri cap. There are also some small valleys in this region.
On the north of Baramulla is Lolab valley which is 6 Kms long and 4.4 Kms wide. It has many meadows and grovesof walnut trees. Forests are so thick that they hide villages in them. Nullah Sind is the largest tributary of the river Jhelum. The Nullah Sind valley is 100 Kms long upwards and its scenery is diversified. At the head of the valley is the Zojilla pass which leads to Ladakh.
Towards Pehlgam lies the Lidar Valley. Its length is 64 Kms. It has small glaciers, grassy meadows, huge rock walls and gorges in its upper mountains. The path to the holy Amarnath cave passé through this valley. The Kolohai and Sheshnag streams join at Pahalgam to form the Lidar River.
Mountains and their Passes - Mountains have a special geographical importance to the State of Jammu and Kashmir. Kashmir valley is enclosed by high mountain-chains on all sides except for certain passes and a narrow gorge at Baramulla.
There are Siwalik Hills towards the south and very lofty mountains in the north, the peaks of which always remain covered with snow. There are volcanic mountains too in the State. They have caused havoc in Kashmir in the past.
Some of the famous mountains and their passes are:
1. Karakoram (8615.17 M) and Kyunlun Ranges: Both these mountains lie to the north and north-east of the State and separate it from Russian Turkistan and Tibet. In the North West, Hindukush range continues towards Karakoram Range, where K2 peak, the second highest peak of the world, is situated. Two lofty peaks of Gashorbram (8570 metres) and Masharbram (7827 metres) also lie there. People of Ladakh pass through Karakoram pass (5352 metres) and Nubra pass (5800 metres) while going to Chinese Turkistan and Khattan. One can reach Tibet from Ladakh via Kharudangala pass (5557 metres) and Changla pass (5609 metres).
2. Zanskar Range: It is about 600 metres above sea level and separates Indus Valley from the valley of Kashmir; it prevents south-west cold winds from reaching Kashmir. Ladakh region terminates at Zojila pass (3529 metres) from where begins the valley of Kashmir. Poat pass (5716 metres) of this range is also a famous pass in this range.
3. Nun Kun Range: It lies between Ladakh and kashmir border. It is 7055.1 metres above sea level. To its south-east is situated Kulu and to its north-west is situated Kargil tehsil of Ladakh . One has to pass through Bawalocha pass (4891 metres) to reach Leh (Ladakh) from Kulu. In 1947, when Kargil was attacked by Pakistan, Indian forces, arms and ammunition were sent to Ladakh by the Indian Union through this pass.
4. Nanga Parbat Range: This range spreads in Gilgit. Its height is 8107.68 metres above sea level and is utterly devoid of vegetation. It was conquered by the Italian mountaineers in 1954.
5. Harmukh Mountain: This is a range of the Himalayas and is situated at a height of 5141.3 metres above sea level towards Bandipore between the rivers Jhelum and Kishan Ganga valley.
6. Burzil Mountain: It bifurcates Kashmir and Ladakh on which Burzil pass is situated at a height of 3200 metres above sea level.
7. Amarnath Mountain: This is famous for its holy Amarnath Cave, at a height of 5372 metresabove sea level, which thousands of pilgrims visit every year on Rakshabandan. They have to pass Mahagunas pass (1475 metres) on their way to Shri Amarnathji. Gwasharan (5450 metres) is situated in the Lidar valley towards Pahalgam; on it lays the famous glacier Kolahi. Sheeshnag Mountain also spreads in this valley. It is called Sheshnag as its peaks resemble the heads of seven big snakes.
8. Toshmaidan: Toshmaindan (4270 metres) and Kajinag (3700 metres) mountains lie in the Inner Himalayas. They remain clad with snow throughout the year, but during summer when the snow melts, the water flows down into the Jhelum River.
9. Afarwat: This Mountain spreads through the Gulmarg valley. The famous spring Alpathar lies on its peak, from which Nullah Nagal comes out and flows down into the Wullar Lake.
10. Pirpanjal Range: It separates Kashmir valley from the outer Himalayas and is about 2621 Kms. in length and 50 Kms. in breadth. Famous Banihal pass (2832 metres) lies in the shape of a tunnel on its peak; it remains covered with snow during winter making it impassable. Now at a height of 2200 metres above sea level a new tunnel 'Jawahar Tunnel' has been constructed. The tunnel is 2825 metres long and it was opened for traffic on 22nd Dec. 1956. On the other end of this range lie Baramulla pass (1582 metres) and Hajipir pass (2750 metres). Hajipir joins Poonch and Uri. During 1965 Indo-Pak war, the Indian army had occupied this pass. Later on it was handed over to Pakistan.
11. Siwalik Range: These hills extend from the north of the outer plains to middle mountains of the State reaching heights varying from 600 metres to 1500 metres above sea level.
12. Volcanic mountains: One volcanic peak, 'Soyamji' (1860 metres) is situated in North Machhipura (Handwara) and the other 'Kharewa' peak lies in Tehsil Pehalgam, which is dead so far; the former, however, continued eruption of lava for about l3 months during 1934.
There is a temple on this peak and many sulphur springs are found at the foot of the hill.
These volcanic mountains are the cause of earthquakes in Kashmir. So far twelve devastating earthquakes have occurred in Kashmir. Of these the earthquake of 1885 was the most devastating. Hundreds of houses collapsed, thousands of people died and there were cracks in the earth as a result of this earthquake.
Climate -
The territory of the State of Jammu and Kashmir lies between four degrees of latitude from 32.17 to 36.58 north. Within these 640 Kms. there is a sudden rise of altitude from 305 metres to 6910 metres above sea level. The State of Jammu and Kashmir, therefore, lies between the hot plains of the Jammu Province and coldest dry table-land of Ladakh. These territories are, as such, transitional in climate.
Weather conditions are different at different places.
There are many causes of difference:
1. Relief is the main factor. Lofty mountains like the Pirpanjal, the Zanskar and the Karakoram check winds from blowing in thus moisture is stopped from entering the valleys by the lofly mountains.
2. The Monsoon winds in summer cause rain in the Outer Plains and the Outer Hills. But these winds can cross the Pirpanjal range only when they are very strong. In winter winds from the Mediterranean cause snow and rain in the Valley of Kashmir. Snow falls on the mountains which enclose the valley.
3. Forests influence winds, rainfall and temperature. The moisture laden winds cause rainfall in the forests on the hills making the temperature to fall in summer. Thus the climate of Pahalgam, Gulmarg etc. is comparatively milder than that of Srinagar or Sopore.
4. Altitude is also a factor. So the climate of the valley of Kashmir is comparatively milder than that of the Outer Plain that lies on a very low altitude. The rainfall also varies as the altitude rises.
Climate of Kashmir - The climate found in the zone of the Middle Mountains and the valleys enclosed is of a particular type. Altitude determines the degree of coolness and elevation the form of precipitation and summer temperature. Winter is cold and of long duration. When the monsoons are strong, rain is caused. In higher mountains round the valley of Kashmir, winter is very cold and there is snow-fall. Summer is very short and milder.
The climate in the Valley of Kashmir has its own peculiarities. Winter is very cold. It lasts from November to March. During these months strong winds bring snow and rain from the Mediterranean depressions. These come over from Iran and Afghanistan. Spring begins after 15th of March when rain falls heavily. It causes landslides. But for sowing crops this rain is extremely useful.
Rainfall in July and August is as high as 70% and with summer temperature, it causes discomfort.
The lakes and waterways make the atmosphere damp and oppressive. The entire valley is covered with a haze that hides the surrounding mountains from view.
The seasons are marked with sudden change and the year is divided into six seasons of two months each.
Spring March 15 to May 15.
Summer May 15 to July 15
Rainy Season July 15 to Sept. 15
Autumn Sept. 15 to Jan 15.
Ice Cold Jan. 15 to March 15
From December 24 to March 8 temperature is often below zero. Strong winds blow from south and southeast. It snows during winter and there are thick black clouds in the sky.
Annual rainfall of the valley recorded is about 75 cms. It rains in July and August and also in March and April. August is the warmest month. Temperature rises to 85 deg. F. January is the coldest month. Temperature falls down to below zero. Longest sunshine hours are in September, October and November. December has 80% humidity which is the highest and May has 71% which is the lowest. In July atmosphere has a pressure of 62.68 cms.
Vegetation & Soil Types - Vegetation is influenced by climate, rainfall soil and altitude. Since these factors vary as the altitude rises from the outer plains of Jammu Province to the loftiest mountain ranges of the Inner Himalayas, it is but natural that the vegetation should vary from the Inner Himalayas to the middle mountains and the outer plains of Jammu region.
Forests -
Forests are one of the most important resources of Jammu and Kashmir. Spread over 2,236 sq. kms. of the demarcated area forests accounts for 20% of the total geographical area of the state on this side of the Line of Control. More than 99% of forest area is confined to the province of Jammu & Kashmir only, with largest area of 5848 sq. kms. in district of Doda and smallest are of 481 sq. kms. in the district of Budgam. Over 19,236 sq. kms. is under coniferous softwood (Pine) and 946 sq. kms. under non-coniferous softwood. In the coniferous category. Fir accounts for 3355 sq. kms, Kail for 1874 sq. kms, Chir for 1773 sq. kms. and Deodar for 1122 sq. kms. Forests require abundance of moisture in the soil.
So they are found in the areas where there is sufficient rainfall or along the banks of the rivers where sufficient water is available. In the State of Jammu and Kashmir forests are mainly found where annual rainfall is about 100 cms. However, scrub forests are found, where rainfall is even less than100 cms.
The valley of Kashmir has deciduous vegetation. The Chinar, Poplar, Deodar, Fir, Pine, Kail, Partal, Mulbery, Walnut and other fruit trees grow throughout the valley. Baramulla and Anantnag districts have respectively 71% and 60% of their areas under forests.
Big forests in the valley provide timber and fire-wood. Grassy meadows in the forest provide fodder for the cattle. Medicinal herbs such as balladona, hyoseyamus, digitalis, menthol, artemisis, polygola, podophyllum, rubus, trilliu, hops and kuth.grow in these forests. Industries like paper, joinery sports goods, furniture, wood carving, herbal drugs, silk industry and manufacture of agricultural implements and construction of railway sleepers depend on these forests.
The thick undergrowth in the forests stores up rain water and allows it to flow slowly and that is why rivers that have their sources in the forests donot run dry in the dry seasons and check floods during the rainy season.
Among these forests are situated the famous health resourts like Gulmarg, Pahalgam, Sonamarg, Achhabbal, Verinag and Kokarnag etc.
Industries Dependent on Forests
1. Match Industry. Poplar wood available in the valley of Kashmir is mainly used by this industry. A large Government Match Factory has been established at Baramula since long. Its annual production is 60,000 gross boxes of matches.
2. The wood of poplar and willow trees is used for making cricket bats and mulberry wood is used for making hockey sticks.
3. Sentonin Factory in Baramula manufactures sentonin from artimisia. This drug is useds used as a helminthecide which is exported to foreign countries also.
4. Rifle Half-Wrought Factory in Baramula manufactures walnut wood rifle-butts.
Research on different kinds of forest herbs is carried in the Regional Research Laboratories, one at Jammu and the other at Burzala, Srinagar. The Council of Scientific and Industrial Research uses raw material from these forests for making medicines.
The State Government has established two large joinery mills at Pompore (Kashmir) and at Bari Brahmana (Jammu).
Walnut trees grow in abundance in Kashmir. Walnut wood is suitable for wood carving and Kashmiri artisans are expert wood carvers. The carved goods are exported to foreign countries also.
At Pampore (Kashmir) and Bari Brahmana (Jammu) plywood, hard-board and chip board manufacturing factories have been established by the State Government in collaboration with a firm from Calcutta.
Three large Truck and Bus Body Building factories for the manufacture of truck and bus bodies are established in Jammu and Srinagar.
Pulp required for the manufacture of Hand-made paper strawboard and cardboard. is also obtained from the forests.
Soils -
In the regions of Jammu and Kashmir the soils are loamy and there is little clay content in them. Poor in lime but with a high content of magnesia, the soil is treated with chemical fertilisers and enriched with green manure and legume before cultivation. There is sufficient organic matter and nitrogen content in the alluvium of the Kashmir valley as a result of plant residue, crops stubble, natural vegetation and animal excretion. The valley of Kashmir has many types of soils like: Gurti (clay), Bahil (Loam), Sekil (Sandy), Nambaal (Peats), Surzamin, Lemb, Floating garden soils and Karewa soils. No wonder, in Kashmir, soil is virtually worshipped as a miracle of divinity as it is a source of wealth of the land.
Irrigation -
Irrigation plays an important role in the agriculture of the State of Jammu and Kashmir. Our State does not receive rain throughout the year and sometimes it is quite insufficient and it is neither uniform nor certain. In Jammu region temperature conditions favour cultivation of crops throughout the year but due to non availability of water in the region the plant growth is limited. Rainy season provides sufficient water from July to September. In winter also this region receives several showers of rain. The remaining months of the year are dry. This problem had since been solved by irrigation and 25% of the total cultivated land is irrigated. Out of 6, 00,000 Hectares of cultivated land 1, 50,000 is cultivated through irrigation.
In Kashmir valley it rains mostly in winter when temperature is too low for plant growth. When the temperature begins to raise in May and onwards the rainfall decreases and except some showers of rain in July-August most of the growing season remains dry. Since ages the farm economy has been dependent on a single crop and the cultivator cannot take chances with it. He always requires sufficient water supply for his fields, therefore, he depends mostly upon canals for irrigation. Many snows fed streams running down the slopes of the mountains makes it very easy for him to construct small canals or pools. In this way 60% of the cultivated land in the valley is irrigated.
Methods of Irrigation -
The following methods of irrigation are in use in the State of Jammu and Kashmir:
1. Canals form the most important system of irrigation in the Outer- plains and in the broad valley of Kashmir where the soil is soft and alluvial and canals can be easily dug. Moreover, the Jhelum and its tributaries are all snow-fed and they never run dry. They supply water to the canals throughout the year. About 486072 acres of land in Kashmir are irrigated by canals.
2. Lift Irrigation by pumping water to higher level and then carrying it to the field through canals.
3. Wherever water is available at the depth of one or two metres, it is drawn out by lever system and then supplied to the fields directly. At present about 6000 such wells are working in the valley.
Canals in the Valley of Kashmir
1. The Martand Canal is the oldest canal in Kashmir. It is about 50 Kms. long. It irrigates about 9.5 thousand acres of land around Matan, Dichhanpur, Khavapura and Anantnag. It takes its water from the river Liddar at Ganeshpora.
2. The Shakful Canal takes its water from the Nullah Sind. It irrigates many villages from Manigam to Safapore. Flowing at a higher level, the canal has been utilised to produce electric power.
3. The Sharabkul Canal takes its water from the Harwan Lake. It flows up to Chashma Shahi to the east of Dal Lake. Its water is mostly used for small patches of cultivation. It also irrigates orchards.
4. The Lalkul Canal takes its water from the Nullah Pohru at Bubhama near Kupwara. It irrigates fields in Uttarmachhipora, Kupwara, Drugmul, Sopore and Handwara. It is about 3 Kms. long and irrigates about 7500 acres.
5. The Zainagir Canal is a famous canal. It is 47 Kms long, takes its water from the river Madhumati. It flows through Bandipore on the bank of the Wullar Lake at Sonawari. It moves in loops till it enters Sopore irrigating about 13300 acres of land.
6. The Dadikul Canal. Takes its water from the Nullah Liddar at Kotsu near Chatapura. It is 19 Kms. long and irrigates about 8000 acres of land in the Khuram, Bichhanpura, Anantnag and Sarharna area.
7. The Nur Canal is about 13 Kms. long and takes its water from the river Jhelum at Shadipur and then flows into the Wullar Lake. It irrigates Andarkut village. It is a model of the canal that was constructed by Soya during Avantivarman's reign.
8. The Sumbal Canal takes its water from the Nullah Sukhang at Kosa. It is 35.5 Kms. long and irrigates Sonawari area and flows back into the river Jhelum at Shadipur. More than 5000 acres of land are irrigated by this canal.
9. The Zarkul Canal takes its water from the Nullah Sind at Prang and irrigates about 20000 acres of land. It is an old canal and was constructcd during the reign of Zain-ul-Abdin, Badshah. It irrigates upper-land karewa on the Mansbal Lake, Manasbal, Lar, Asham and Ganderbal.
10. The Zainapur Canal takes its water from the river Vishav at Bharijug. It is 32 kms long and irrigates 6000 acres of land in Kulgam, and Zainapur area.
11. The Nandikul Canal takes its water from from the Nullah Anantnag at Lassipur and was originally constructed during reign of Avantivarman. It is 30 Kms. long and irrigates 8000 acres of land in the northern areas of Anantnag.
12. The Parimpur Canal takes its water from the Dudh-Ganga at Parimpura. It is 8 Kms. long.
13. The Mahind Canal was constructed in 1956. It takes its water from Nullah Liddar at Sakhras. It is l6 Kms. long and irrigates about 2500 acres of land in Seyria, Vichhanpura and Anantnag.
14. The Avantipur Canal takes its water from the Nullah Liddar at Doohjan. It is 36 Kms. long and irrigates 5000 acres of land of the east of Pampore. It was constructed in 1953.
15. The Kayal Canal takes its water from the Nullah Rambrara at Patipore. It is 50 Kms. long and irrigates about 5500 acres of land. It was constructed in 1953.
16. The Rishipora Canal takes its water from the river Vishav at Mitrajan. It is 18 Kms. long and irrigates about 3000 acres of land. It was constructed in 1956.
17. The Babul Canal takes its water from the Nullah Ferozpore at Tangmarg. It is 22.5 Kms. long and irrigates about 4500 acres of land below Gulmarg. It was also constructed in 1956.
Besides these, Chandosa, Beoarachani, Gand, Malora, Rikhiletar, Gorkha, Awanpura and Brinjal are other small canals in the valley that irrigate about 15000 acres of land in the surrounding areas.
Over 486072 acres of land are irrigated by the canals, wells and lift-irrigation system in Kashmir Valley; the district of Anantnag constitutes 50% of this total.
Geological Structure - The Geology of the territories of Jammu, Kashmir and Ladakh has been studied in some detail by R. Lydekkar. He has divided the territory into three different structural Zones:
1. The Panjal
2. The Zanskar
3. The Tertiary Groups
These three Geological divisions form the basis of the four physical divisions of the State.
The Panjal forms the Outer plain, the Outer Hills and the Middle Mountains. The Zankar includes the whole of the eastern region from Spiti and Lahol (32.170N. Latitude) to the lofty Karakoram mountains in the north. The Tertiary Groups include the valley of Kashmir and other river Valleys.
The oval valley of Kashmir is longitudinal. It is about 1700 metres above sea level. There is a high wall of mountains round the valley. These rise to a height of 5500 metres above sea level. The only outlet of the valley is Baramulla where the Jehlum flows out through a narrow gorge. The entire drainage of the valley of Kashmir and its surrounding areas has only this outlet. In the north, Kashmir has many volcanic rock formations. These are mostly stratified and several thousand metres thick. There are many layers of sedimentary rocks which are found in Liddar valley, Baramulla, district and Banihal Verinag section of the Pir Panjal range. Limestones and shells are common.
The rock layers have many fossils. Near Yarkand to the extreme north, shells have been found showing that the region was under sea in the geological past.
To the south and west of the valley there are karewa formations which are lake-laid clays and shales. These are lacustine deposits and appear like flat mounds on the margin of high mountains. Below these karewas is spread the alluvium of the Jehlum.
The highest karewa is near the Pir Panjal. It is 3800 meters above sea level and more than 2100 metres above the level of the Jhelum
Distribution of Rocks and Minerals
The mountains surrounding the different valleys of the State of Jammu and Kashmir have varied mineral wealth. The first survey of minerals wealth in the State was made by a renowned geologist. Mr. Middlemiss in 1924 in collaboration with the Government of Jammu and Kashmir, but an intensive mineral survey was taken up in the year 1956 when systematic investigation began, as a consequence of which mineral exploitation in the State was organised and developed.
1. Lignite. It is an inferior quality of coal which is found in the valley of Kashmir at Nichahama, Baramulla, Handwara, Chowkibal, Ferozepur nullah, Nagbal, Tangmarg, Raithan, Badgam tehsil, Laligang and Lolab valley. Lignite is a blackbrown coal that is intermediate in coalification between peat and sub-bituminous coal which has a calorific value less than 8300BTU/lb, on a moist mineral free basis. According to the report of the Geological Survey of India, there are lignite coal deposits of about 5 crore 60 lakh tons in the valley. Drilling operations were started first in the Nicahhom- Chowkibal area where the reserves were estimated at 4. 5 million tons to a depth of 40 metres. Lignite is used as a fuel in the valley of Kashmir.
2. Limestone. All the three regions of the State i.e. Jammu, Kashmir and Ladakh have deposits of different ages and grades of Limestone. The Limestone of Kashmir is of high quality and is used in the manufacture of cement at Wuyan and Khrew. These deposits exist in Anantnag, Achhabal, Doru, Verinag, Biru, Sonamarg, Ajas, Wuyau, Khrew and Loduv. It is also used as building stone and mortar.
3. Copper ores are found at Aishmuqam, Shubbar area (Anantnag), Lashtil hill spurs (Baramulla), Handwara, Sumbal, Kangan andLolab valley in the province of Kashmir.
4. Iron-ore deposits occur in Sharda (Karnah tehsil), Khrewa, Haral (Handwara), Uri tehsil, Garez (Sopore tehsil) and Lolab valley in Kashmir.
5. Gypsum. It is used for making plaster of paris and chalksticks. The Kashmir province has gypsum deposits at Lachhipora, Baramulla, Anantnag, Liddipora and Kathia Nullah (Uri). There is total reserve of about 4 million tons of gypsum in the State.
6. Ochre. It is used in paints and varnishes etc. There are extensive deposits of ochre in Nur Khawn, Ratasar and Jhaggi in the Uri tehsil. About 4 lak tons of ochre has been found in the State so far.
7. Zinc and Nickelar found at Buniyar (Baramulla).
8. Fuller's Earth is used in the manufacture of country soap and for filling paper. It is found in Rampur near Baramulla
9. Slate Stone is found in abundance in the valley of Kashmir.
10. Graphite is used in the manufacture of lead pencils and is found in Bararipora, Uri, Karnah, Malogam, Piran in the province of Kashmir
11. Sulphur is found in Pagga valley in Ladakh. In spring water, it is found at Anantnag and Khrewa. The estimated deposits of sulphur in the State are 2,00,000 tons.
12. Marble. Large deposits of marble have been found at Drugmalla, Zirahama, Oura and Trehgam in Kupwara district of Kashmir. This is light brown to dirty grey in colour. This is being used commonly in buildings these days.
Ladakh Valley - Ladakh is bounded by two of the world's mightiest mountain ranges, the Great Himalaya and the Karakoram and lies transversely to the Ladakh range and the Zanskar range. In geological terms, it is a young land, formed only a few million years ago by the buckling and folding of the earth's crust as the Indian sub-continent pushed with irresistible force against the immovable mass of Asia.
Today, a high-altitude desert, Ladakh was once covered by an extensive lake system. The remnants of such a lake system still exists in the southeast plateaus of Rupshu and Chushul where there are drainage basins such as Tso-moriri, Tsokar, and grandest of all, Pangong-tso. Despite the rainfall by some stray monsoon clouds that cross over to the area, the main source of water remains the winter snowfall.
Drass, Zanskar and the Suru Valley to the north of Himalayas receive heavy snow in winter feeding the glaciers that melt in summers to form the streams used for irrigating the fields. For the rest of the region, the snow on the peaks is virtually the only source of water. Ladakh lies at altitudes ranging from about 9,000 feet at Kargil to 25,170 feet at Saser Kangri in the Karakoram. Its frozen landscape is miraculous while its clear skies with glaring sun are welcome. Shooting stars are visible quite often in the area while silence and tranquility reign the area. There are wizened faces and rosy cheeks, and the dragons and Zen adorn every other human inhabitation, making Ladakh a quite place to visit. Also known as 'The Last Shangrila', 'Moonscape' and 'Little Tibet', the land is full of surprises.
Drass Valley - An enchanting valley formed by the Drass River that has its origin in the Machoi glacier near the famous Zozila Pass. River Shigar flowing in from the north drains a bordering part of the Drass Valley. In summers, due to the melting of snow, the volume of the river rises considerably. It meets the Suru River near Kharul, a short distance away from Kargil. The area is rocky with an occasional green patch formed by willow and groves. The short summer season in the Drass Valley begins in May, when the snows begin to melt. Inhabited by Brokpas who probably migrated to this tract from Gilgit several centuries ago, the chief occupation of the natives is growing mainly barley and other coarse cereals, as there is a lack of irrigation facilities in many parts of Drass. The soil is poor and unproductive and the agricultural production is also poor. As a result, food grains have to be imported from the Kashmir Valley while the scarcity of fuel causes it to be brought in from across the Zozila Pass.
Suru Valley - The average height of the Suru valley is 3,000 m. In the winters starting from mid-November and usually continuing till May, almost all parts of the valley is covered with a thick layer of snow. Formed by the catchments of the Suru River, that rises from the Panzella glacier and joins the Indus River at Nurla and the Dras River at Kharul, the general topography of the valley is as rugged and mountainous as most of Ladakh. However, it is relatively more fertile and extends from the Panzella glacier to south of Kargil town, where the Suru River merges with the Botkul River rising from the Botkul glacier.
Agriculture is the chief occupation of the valley people, which are blessed with a relatively longer summer, which begins in May. The main crops of the region are wheat, barley and millets along with the vegetables such as turnip, radish, peas and black peas. Grapes, apricots and melons are produced in fairly large quantities at Darchik and Garkoon along the lower course of the Indus through Ladakh that find a ready market in Kargil. Liquor is made from grapes.
Nubra Valley - Yellow and pink wild roses cover Nubra during early summers till August when a carpet of wild lavender enwraps it. A relatively warmer valley in Ladakh, it yields better crops and fruits, thus, earning the nickname of the Ldumra or the orchard of Ladakh. Diskit, one of the larger villages in the region, is dotted with apricot plantations and is renowned for housing the 350 year-old Diskit Gompa, which is the oldest and the largest monastery in the Nubra Valley. The road between Diskit and the pretty little Hunder Village winds through a gorgeous stretch of sand dunes. In Hunder, one can see the double-humped camels as one goes to visit the Hunder Gompa having some old frescos and a statue of Buddha. This monastery is also the best place in the village to catch a view of the setting sun.
Salt Lake Valley - One of the widest open areas in Rupshu, it has a length of about 20 km and a maximum width of about 7 km. The average height of the region is 5,000 m and can be approached from Leh across the Tanglang La pass. The main settlement of the valley is Thuggi while the two lakes here are - the fresh water Panluk Lake and the salt-water Tsokar Lake, which is 5 times the area of the former one. Named so because of the deposits of impure salt that occur on the northern shore of the Tsokar Lake, Changpas collect it and use it to barter goods from other parts of Ladakh.
Shyok Valley - The valley of the Shyok River or the river of death, it was called so by the Central Asian traders who ventured on this treacherous route for centuries and perished. Rising from the Khumdang glacier, Nubra and Changchenmo rivers fill the waters of Shylok River.
The river freezes in winters forming an easy access between the Khaplu and the Nubra valleys while in summers, as the snow melts in the uplands, the river overflows its banks and create a vast marsh. During this period, the Shyok River has to be crossed on rafts of inflated skin.
India - Japan Nuclear Deal

Why in news?
Japan’s Parliament, the Diet, had recently approved the India-Japan civil nuclear energy deal.
What is the significance?
Japanese PM believes that nuclear exports are key to kick-starting the Japanese economy.
2008 waiver it received from the Nuclear Suppliers’ Group so far has had limited tangible benefits for the country’s power industry.
This deal represents hope that it might finally begin paying off.
It is also a necessity for enabling India’s bilateral nuclear deals with other countries.
Key elements of certain reactors like the AP 1000 and EPR, including safety components and domes, are a near-Japanese monopoly.
Has Japan lost significance in nuclear market?
Circumstances in the nuclear industry are undergoing tumultuous changes.
It makes the India-Japan deal less significant than it would have once been.
Recent developments have diminished Japan’s previously formidable nuclear capabilities.
The most dramatic example is that of Toshiba, once a titan of the Japanese nuclear reactor industry that is currently struggling to stay afloat following the enormous losses.
Hitachi Ltd., another nuclear heavyweight, also booked ‘an estimated $588 million write-down for fiscal 2016.
The company said ‘demand for nuclear fuel in the U.S. was unlikely to grow as strongly as had been expected’.
In the aftermath of the 2011 Fukushima nuclear disaster, the nuclear industry is facing a global crisis.
Stricter safety regulations have spiked the costs of constructing plants and ‘some countries have become more cautious about new reactors.
In Japan there has been no domestic construction on a new reactor for the past eight years.
Hitachi, Mitsubishi and Toshiba are all focussing on repair and maintenance of existing plants rather than on construction of new ones.
The emergence of cheap shale oil and gas has made competition in the energy sector tougher than ever.
Wind and solar power generation are also growing as viable, alternative energy sources.
According to the International Atomic Energy Agency (IAEA), just three nuclear reactors started construction worldwide last year, and only 51 were begun between 2010 and 2016.
In contrast 20 to 30 new were being built every year in the 1960s and 1970s.

GSAT 19
Why in news?
June 6 launch of GSAT-19, is perhaps ISRO’s most important mission in the last three decades.
This is bigger in technological significance than even the hugely popular Chandrayaan or Mangalyaan space missions.
What is the background of the issue?
Behind the success of the launch is nearly three decades of hard work in taming cryogenic technology and an interesting history of this technology was denied to ISRO by the United States in the early 1990s, forcing it develop it on its own.
ISRO had planned the development of a cryogenic engine way back in the mid-1980s when just a handful of countries the United States, the erstwhile USSR, France and Japan had this technology.
In 1991, ISRO and the Russian space agency, Glavkosmos, had signed an agreement for supply of two of these engines along with transfer of technology.
However, the United States, which had lost out on the engine contract, objected to the Russian sale, citing provisions of Missile Technology Control Regime (MTCR) that neither India nor Russia was a member of.
In an alternative arrangement, Russia was allowed to sell seven, instead of original two, cryogenic engines but could not transfer the technology to India.
But ever since the cancellation of the original Russian deal, ISRO got down to develop the cryogenic technology on its own at the Liquid Propulsion Systems Centre at Thiruvananthapuram.
It took more than a decade to build the engines and success did not come easily.
What is a Cryogenic engine?
Cryogenics is the science that addresses the production and effects of very low temperatures.
A cryogenic rocket engine is a rocket engine that uses a cryogenic fuel or oxidizer.
That is, its fuel or oxidizer (or both) are gases liquefied and stored at very low temperatures.
Notably, these engines were one of the main factors of NASA's success in reaching the Moon.
Amongst all rocket fuels, hydrogen is known to provide the maximum thrust.
But hydrogen, in its natural gaseous form, is difficult to handle, and, therefore, not used in normal engines in rockets like PSLV. However, hydrogen can be used in liquid form.
The problem is hydrogen liquefies at very low temperature, nearly 250 degrees Celsius below zero.
To burn this fuel, oxygen also needs to be in liquid form, and that happens at about 90 degrees Celsius below zero.
Creating such a low-temperature atmosphere in the rocket is a difficult proposition, because it creates problems for other material used in the rocket.
That’s why cryogenic upper stage engines are used.
What are the specifications of the project?
The launch is a giant leap for ISRO because of the rocket it is using.
The mission happens to be the first “developmental” flight of the next generation Geosynchronous Satellite Launch Vehicle, called GSLV-MkIII with an entirely indigenous cryogenic upper stage.
This cryogenic stage, that involves handling fuel at very low temperatures, is crucial to providing the extra thrust required by the rocket to carry heavier satellites deeper into space.
GSLV-MkIII is meant to carry payloads up to four to five tons and that was not possible with conventional propellants used by ISRO’s main launch vehicle, called PSLV.
PSLV can take satellites only up to 2 tons to orbits and that too until orbits of 600-km altitude from the earth’s surface.
It will not just help ISRO probe deeper into space but will also bring it extra revenue, enabling it to make commercial launches of heavier satellites.
By it successive successful launches ISRO once again proved India’s Space Exploration capability to the world.

Tax On Agricultural Income
Why in news?
Niti Aayog member Bibek Debroy suggested of bringing agricultural income into the income tax structure.
What is the legal position of tax on agriculture?
In the Seventh Schedule, Entry 82 in the Union List mentions taxes other than agricultural income, while Entry 46 in the State List mentions taxes on agricultural income.
Therefore, it is in the State List.
Section 2 (1A) of the Income Tax Act defines agricultural income as rent/revenue from land, income derived from this land through agriculture and income derived from buildings on that land.
Section 10 (1) of the Income Tax Act excludes agricultural income from a computation of total income.
What are his justifications?
The intention was to increase the government’s revenue.
There are also other following reasons.
Chartered accountants and lawyers have been misusing Section 2 (1A) and Section 10 (1).
Agricultural income was taxed till 1886.
We still have the Assam Agricultural Income Tax Act (1939), the Bihar Agricultural Income Tax (1939), the Kerala Agricultural Income Tax Act (1991), the Tamil Nadu Agricultural Income Tax Act (1955), the Orissa Agricultural Income Tax Act (1947), the Maharashtra Agricultural Income Tax (1962) and the Bengal Agricultural Income Tax Act (1944).
So it isn’t true that states don’t tax agricultural income.
It encourages laundering of non-agricultural income as agricultural income.
e.g In 2014-15, a company made profits of Rs 215 crores, but claiming the agricultural income exemption, it paid no tax.
Hence there must be a unified system of taxation across states.
Agricultural income taxation must be integrated with non-agricultural income taxation.
Why it is wrong?
Agriculture’s share in India’s GDP is around 14-16% while it has 49% of the total manpower and 64% of rural manpower.
The main reason for a large part of the population being dependent on agriculture is small land holdings and less productive farming techniques.
Moreover, agricultural output fluctuates far more than the industrial and services sectors.
Given the level of informal occupation prevalent in agriculture, implementing an agricultural tax will not be easy.
Any agricultural tax system would have to evolve crop-specific norms of return to the land, while accommodating external shocks like droughts, floods or pests.
Imposing tax on value of goods produced, the mechanism would fail to take individual farm economics into account, thereby taxing a farmer even if he makes a loss on sale.
Lack of clarity on land titles and cropping patterns based on lease/share-cropping shall further introduce randomness to the system.

Many farmers save seeds from one harvest for the next and the practice remains critical to running Indian agriculture — proposals based on value of goods produced would end up taxing such sustainable practices as well.
Further complications arise if farmers suffer from multiple crop failures followed by one successful crop, for the income in that period may be subjected for tax payment.
In this bleak situation, the proposal to tax agricultural income is irrational.
